Job Title: Provisioning Analyst MVNO

Location: Philadelphia PA (Hybrid 3 days onsite, 2 days remote)

Duration: Long term

About the Role:
We are seeking a Provisioning Analyst with strong experience in MVNO operations and telecom provisioning processes. The ideal candidate will have hands-on knowledge of eSIM/pSIM lifecycle management , subscriber provisioning flows, and regulatory processes such as 911 registration and compliance . This role will collaborate with cross-functional teams including network operations, customer support, IT, and vendor partners to ensure smooth customer onboarding, activation, and service continuity.

Key Responsibilities:

• Manage and support end-to-end provisioning processes for SIM/eSIM activations, swaps, suspensions, and terminations .
• Ensure accurate and timely provisioning of subscriber services across HSS/HLR, billing, and OSS/BSS systems .
• Troubleshoot provisioning failures and work closely with vendors/carriers to resolve issues.
• Oversee 911 process management , ensuring accurate subscriber address registration and regulatory compliance.
• Collaborate with product and engineering teams to integrate new MVNO features into provisioning workflows.
• Analyze provisioning data, generate reports, and recommend process improvements to reduce errors and improve efficiency.
• Serve as subject matter expert for provisioning-related escalations from customer support teams.
• Support launch of new devices and SIM technologies, including eSIM onboarding flows (QR code, SM-DP+ interactions, remote SIM provisioning) .
• Document provisioning processes, workflows, and best practices.

Qualifications:

• 3 6 years of experience in telecom provisioning, preferably in an MVNO or MNO environment.
• Strong understanding of MVNO architecture, SIM/eSIM technology, and provisioning flows .
• Hands-on experience with OSS/BSS systems, HLR/HSS, SM-DP/SM-DP+, and carrier integrations .
• Familiarity with E911 regulations, processes, and address management .
• Good troubleshooting skills with ability to analyze logs, resolve provisioning errors, and coordinate with technical teams.
• Knowledge of telecom protocols such as SS7, Diameter, or SIP (nice to have).
• Excellent communication and collaboration skills.
• Bachelor's degree in Telecommunications, Computer Science, Engineering, or equivalent experience.

Nice to Have:

• Experience with number portability (LNP) processes.
• Exposure to 5G/VoLTE provisioning and related technologies.
• Familiarity with API-based provisioning systems .
